The CMS objective, "Perform at least one test of certified EHR technology's capacity to electronically exchange key clinical information" stipulates that the measure must include the transfer of either actual or ‘‘dummy’’ data to the chosen other entity.
In the measure explanation, CMS stated "Therefore, for the Stage 1 criteria of meaningful use we proposed that EPs and eligible hospitals test their ability to send such information at least once prior to the end of the EHR reporting period." Given this language, one can assume the sending of clinical data is sufficient to meet the measure, although a conservative risk position would include the receiving of clinical information as well..

The measure was approved as proposed in the final rule. See Federal Register / Vol. 75, No. 144 / Wednesday, July 28, 2010 / Rules and Regulations page 44361.

Does an exchange of information imply that test records are shared in both directions? Do we need to send a record to another entity and in turn test the receipt of a record from another entity?
